soc/intel/cmn/cse: Refactor ramstage_cse_fw_sync() function

This patch refactors sleep type check inside ramstage_cse_fw_sync()
to avoid additional logic while performing cse_fw_sync() operation.

TEST=Able to build and boot google/marasov.
