soc/intel/broadwell/pch: Prepare to drop `gpio.h`

Use `lp_gpio.h` from Lynxpoint instead. Subsequent commits will update
the mainboards and then drop all GPIO code from Broadwell.

Tested with BUILD_TIMELESS=1, Google Tidus remains identical.
