acpi: device: Add macro for active high level triggered IRQ

Add the missing macro for ACPI_IRQ_LEVEL_HIGH so it can get
used by devicetree when necessary.

TEST=Add rt5514 SPI device with active high level IRQ on Eve board
and check that it is enumerated in the kernel
