soc/intel/cannonlake: Enable PlatformDebugConsent by Kconfig
This change is mainly to control PlatformDebugConsent FSP UPD.
PlatformDebugConsent is enabled if SOC_INTEL_CANNONLAKE_DEBUG_CONSENT != 0.
PlatformDebugConsent in FspmUpd.h has the details.
