soc/intel/xeon_sp: Use ACPI common flags in SRAT generation

Move the definition of SRAT memory flags (SRAT_ACPI_MEMORY_ENABLED
and SRAT_ACPI_MEMORY_NONVOLATILE) from FSP header to ACPI common
codes.
