device/Kconfig: Introduce MAINBOARD_FORCE_NATIVE_VGA_INIT
MAINBOARD_FORCE_NATIVE_VGA_INIT is to be selected instead of the user
option MAINBOARD_DO_NATIVE_VGA_INIT. The distinction is necessary to
use the latter in a choice.
