mb/google/glados: Fix WiFi SAR options
SAR-related Kconfigs are only used by ChromeOS, and should be guarded
properly as such (as most other boards do).
TEST=build glados w/o CONFIG_CHROMEOS, verify SAR-related Kconfigs not
selected.
