soc/intel/common: Fix CSE common code to accomodate Skylake/Kabylake

This patch ensures Skylake/Kabylake soc can make use of common
CSE code in order to perform global reset using HECI interface.

TEST=Build and boot on soraka/eve/reef/cnl-rvp
